Current issues of medical and scientific fields are analyzed, additional tasks are identified
On January 27, 2020, the President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting on development of health and science sectors.
In recent years, important reforms have been carried out in primary, emergency and specialized medical care. The Concept for Development of Healthcare System of the Republic of Uzbekistan for 2019-2025 was approved by the Decree of the Head of the state of December 7, 2018.
At the meeting, it was noted that for prevention of diseases, workers of medical centers and family clinics should visit families, cover the population with patronage, it is necessary to establish data exchange with regional hospitals. Particular attention should be paid to improving medical culture, promoting physical education and sports.
Measures for organizing a medical system based on advanced foreign standards, and further expanding the population’s access to health services were discussed.
The activities of 16 specialized medical centers were mentioned. It was noted that they need to prevent diseases on the basis of an analysis of morbidity indicators, organize activities in the regions and work closely with primary care institutions. The importance of attracting private and foreign investment for further development of these centers was emphasized.
It was entrusted to improve the work on protecting motherhood and childhood, to develop a specific plan for organizing a medical examination and improving the health of women of childbearing age.
A system of automatic reception and response to calls has been introduced in the emergency medical care service of the city of Tashkent, the service is provided with 150 special Ford vehicles.
The Head of the state noted that this system must be introduced in stages in all regions of the country in 2020-2021, and the provision of emergency medical care should be improved.
Special attention was paid to issues of repair, strengthening the material and technical base of medical institutions. It was noted that this year it is necessary to attract funds from international financial institutions to equip medical institutions within the framework of the Investment Program.
The personnel policy in the sphere was criticized at the meeting, in particular, the shortage, low qualifications and potential of specialists was noted. Currently, 75 thousand doctors are working in the healthcare system. Almost 3 thousand general practitioners are lacking, 10 thousand are of narrow specialization. The indicator of implementing the results of scientific research does not exceed 5 percent.
The President noted the need for targeted training of specialists based on the state order, formation of targeted quotas indicating the district, village and place of work.
Tasks were set for development of medical science, the revision of research priorities.
As it is known, 2020 is declared in the country as the Year of Science, Enlightenment and the Digital Economy Development. In his Address to the Oliy Majlis, President Shavkat Mirziyoyev noted the need for development of several important areas of science every year.
In particular, this year measures will be taken to intensify fundamental and applied research in such fields as mathematics, chemistry and biology, geology, and all conditions have been created for scientists. The mechanism for providing targeted grants for fundamental and innovative research will also be radically revised.
At the meeting, the responsible persons were given relevant instructions to systematically organize this work, to cover all stages from school education to research institutions with reforms.
The Head of the state emphasized the need for both material and moral support for these branches of science.
